Notice of Selection
Introduction
1. A team of fourteen boats will be selected to represent the UK sailing in the World Championship fleet at the 2024 Cadet World Championships.
2. This document also provides information relating to logistics for those sailors who may wish to sail in the Promotional Fleet.
3. The Selection Process is defined as everything included in this document that relates to the selection of the sailors by the UKNCCA to represent Great Britain (“GBR”) at the 2024 International Cadet World Championships.
4. The Selection Process will be based upon the Ranking List from the nominated Selector Events unless amended due to exceptional unforeseen circumstances.
Independent Selection Committee
5. The UK National Cadet Class Association has appointed an independent group of selectors to oversee the selection process and deal with any requests arising from evidenced exceptional circumstances, for example, sailors being ill or injured. Any request should be submitted in writing via the UK Cadet Chair as soon as is practically possible after the circumstances arise. In the event that a request arises from the final selector event then the request should be made on the day that the circumstance occurs or, if on the final day of the event, the request shall be submitted before the end of the protest time of the last race.
6. The Independent Selection Committee comprises:

7. Should you wish to correspond with the selectors you can do so via the UK Cadet Chair at chair@cadetclass.org.uk Messages will be forwarded and individual contacts provided as appropriate.
8. The Independent Selection Committee has authority delegated by the UKNCCA to take decisions on all matters concerning application of the Selection Criteria (ie this Notice).
9. The Selection Committee will confirm team places after completion of the Selector Events in accordance with the criteria below, provided that:
There are no requests which are worthy of being given exceptional consideration;
Sailors satisfy the conditions laid out in this Notice.
Members of the Selection Committee may attend the Selector Events to assist in making decisions.
Eligibility
11. To be eligible for a place, sailors (helm and crew) must be:
Permanently resident in Great Britain
Hold, or be eligible to hold, a British passport
Be eligible to represent Great Britain in the World Sailing Youth World Championships
Be a member of the UKNCCA
Registration, Entry Fees and Measurement
12. No application is required to be considered for a place in the UK team. There will be no additional entry fee for selection for the World Team but the entry fees for the Selector events must be paid.
13. All boats and equipment must conform to the International Cadet Class Rules.
Selection Procedure
14. Places in the GBR team shall usually be offered to the top 14 ranking helms at the end of the qualification series. (See note 4 regarding exceptional circumstances).
15. In the event of a sailor not accepting their place within seven days of it being offered, then the place shall normally be offered to the next highest placed boat in the Ranking List, in accordance with the criteria above.
Selector Events
16. The 2024 Cadet Spring Series will be used as the Selector Events to select the 2024 World Team:
Alf Simmonds Trophy – Mount Batten Centre, Plymouth; 5th to 7th April 2024
Peter Scott Trophy – Brightlingsea Sailing Club, Brightlingsea; 27nd and 28th April 2024
17. All sailors wishing to be considered for World Team selection should enter the Spring Series in either Gold or Silver fleet.
Scoring
18. Helms shall be ranked according to the following system, lower scores being better than higher scores.
19. Individual race scores shall be taken from the Spring Series events. If a helm does not compete at one or more of the Spring Series events, then that helm’s score in the Ranking List for non-sailed events will be in accordance with section A9 of Appendix A of the RRS (scoring total entries plus one).
20. Each helm’s Ranking List score will be the sum of their individual race scores in the Spring Series events (as above) less any discards allowed as specified below. This means that a race score that was discarded or retained in the scoring of any individual event shall not necessarily be discarded or retained for the purpose of calculating a Ranking List score.
21. The results of sailors that are not eligible to represent Great Britain at the World Championships (see Eligibility) shall be removed from the results of the races when used to form the overall Ranking List score.
22. For the Ranking List, a helm’s worst individual race scores will be discarded on the basis below:
23. The Ranking List shall be made up of the number of races sailed at the nominated events (target 18 races) however, the Selection Committee may extend the selection series if they judge insufficient fair qualifying races have been sailed.
Place Acceptance and Membership of the Team
24. To accept a place in the World Team, the helm’s parent or guardian must verbally accept the place to the UK Cadet Chair and, within seven days of being offered their place in the team, must email chair@cadetclass.org.uk to confirm they wish to take up their place.
25. Continued membership of the team (and potential receipt of direct and indirect RYA/UKNCCA or sponsor support) will be dependent upon compliance with the programme requirements, policies and procedures and all reasonable UKNCCA and RYA requests.
26. Notwithstanding the above, the UKNCCA Committee reserves the right at its absolute discretion to suspend or terminate membership of the Team and/or any funding or support at any time for reasons of gross misconduct or failure to adhere to terms and conditions laid out in this document.
Appeals
27. There will be no appeals against the selection criteria or the actions of the Selectors, provided they follow the selection criteria. By entering the selector events the competitors, agree to this condition and to the other provisions of this notice.
World Team Terms and Conditions
Team Ethos and Approach
28. The UKNCCA Committee anticipates that there may be some sailors that decide to compete in Plymouth in the Promotional Fleet. The UKNCCA will view all sailors competing in Plymouth to be a single GBR Cadet Team; the only difference is that some will sail in a different fleet and from a later start line.
29. For reasons of fairness; to reflect the spirit of the Cadet Class and for practical reasons, the UKNCCA will do its utmost to provide equal support to all those travelling as part of GBR Cadet Team, regardless of fleet.
30. Any derogatory comments or discriminatory behaviour exercised by any World Team sailor, parent or coach against any UKNCCA sailor, parent or support staff not in the World Team is unacceptable and will be deemed to have breached these terms and conditions. Withdrawal of their World Team place is a realistic sanction.
Training
31. It is a condition of acceptance of a World Team place that sailors plan to attend the pre-World training events.
32. Sailors accepting a place in the World Team will be required to meet the cost of any pre- regatta training programme taking place prior to the World Championships. This training will be arranged by the UKNCCA and World Team coaches may be appointed by them. Sailors wishing to take part in the Promotional Fleet are encouraged to attend this training and share the costs accordingly.
Transport and Logistics
33. The responsibility of transport to the 2024 World Championships in Plymouth shall be the individual responsibility of the parent or guardian of each sailor attending.
Sponsorship and Fundraising
34. If the UKNCCA is successful in attracting sponsorship for the team attending the World Championships, the intention of the UKNCCA will be to split the benefit of this sponsorship between all attendees regardless of fleet. This intention may be over-ridden by the wishes of the sponsors concerned.
Appendix 1
Factors likely to form part of the Independent Selection Committee’s decision-making process:
1. To be considered the request should comply with the validity requirement which states "Any request should be submitted in writing via the UK Cadet Chair as soon as is practically possible after the circumstances arise."
2. The circumstances redress is being sought for should be unavoidable within reason and likely to cause a significant disadvantage to the requesting party.
3. The requesting party should be ready to present relevant evidence to support their claim the circumstance is exceptional. The wording used in the Notice is evidenced exceptional circumstances.
4. To be considered for redress, the party should be a realistic contender to comfortably make the Worlds or Europeans Team. If the requesting party is marginal or unlikely to be selected for the Team, their request should be rejected or given less weight than if the party was a near certainty for selection. To make this assessment it is reasonable to check results of indicators that have already taken place, but the committee members should try to avoid considering who the other sailors are that would or could be affected by the decision.
5. Any decision that is made in favour of the requesting party should recognise that the award is only intended to amend the score for the event(s) where the party was affected, so as to reflect a fair result that the party was likely to have achieved had they not been disadvantaged.
6. The Independent Selection Committee must consider how their decision will be viewed by the class as a whole and any sailor that just misses out on selection and should avoid making decisions that could set a poor and unfair precedence for the future.
